TUTA Products, as it was originally known, was established in the entrepreneurial years following World War II by Bruce Rose, a former RAAF pilot. The first TUTA products were essentially novelties which included cheap plastic sporting and leisure items ‚ even ships in bottles. It was during World War II hostilities that Perspex was invented as one of the first ‚plastics‚. This became an important military commodity. Rose had first- hand experience of Perspex and was quick to see that there was a future in plastics. He was open to other ways his company‚s knowledge of this new field could be exploited.

Up until that time, almost everything in medicine was re-usable and laboratory equipment was no exception, despite the obvious biological hazards of re-use.

Rose initially developed a plastic Petri dish that was hugely successful and opened the door for TUTA to the world of medicine. He then engaged the services of Len Wisdom, a microbiologist at the University of Melbourne and also a former RAAF pilot, and the company went ahead in leaps and bounds, pioneering the development of plastic blood collection and transfusion sets at the request of the Red Cross Blood Transfusion service, forging strong professional relationships with anaesthetists and haematologists, the legacy of which still remains today.

Responsibilities

The Information Technology (IT) Officer will be responsible for the following duties:

1. Prepare and report on implementation performance of the Information and Communications Technology (ITC) policy aspects of the biennial work programme including implementation of the regional dimension of the Action Plan and Declaration of Principles of the World Summit on the Information Society (WSIS), and the ICT policy aspects of the Millennium Declaration and its Development Goals.

2. Plan and implement projects on selected aspects of the biennial work programme referred to in paragraph 1 above, particularly those concerning the strengthening of ICT policy capacities of member countries, including the following: a. Conduct studies and prepare publications on creating appropriate national and regional enabling environment for ICT policy development, and for enhancing the e-readiness status of the least developed countries, island developing countries and economies in transition; b. Organize seminars, workshops and ad hoc expert group meetings on promotion of regulatory and institutional frameworks to facilitate greater and equitable access to ICT, particularly for women and youth; c. Conduct studies and prepare publications as well as organize seminars, workshops and intergovernmental meetings on the development of regional policy and advocacy for bridging the digital divide. d. Undertake periodic reviews of the implementation of the Action Plan and Declaration of Principles of WSIS from the regional perspective.

3. Initiate and implement projects on ICT indicators and e-readiness assessments; ICT management standards and the role of ICT on new and emerging technologies and the sustainable knowledge economy.

4. Act as Officer-in-Charge, a.i., of the ICT Policy Section which will soon be re-named as Information and Communications Technology and Space Applications and Disaster Management (ISDM) during the absence of the Chief of Section. 5. Perform other duties as will be assigned by the Chief of Section and Division.

Candidate Profile Description Education

Advanced university degree (Master's degree or equivalent) in a subject area (information and communications technology or disaster management) relevant for working on Information and Communications Technology (ITC) or disaster management issues. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work experience

A minimum of seven years of professional experiences in related area.
Technical knowledge of and experience with a wide variety of Information and Communications Technology (ITC) or disaster management strategies and tools, in particular ICT or disaster management for disaster preparedness, response and early warning will be an asset.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in written and spoken English is required; knowledge of another official United Nations language is an advantage.

Other skills

Familiarity with key Asia-Pacific regional stakeholders and disaster management process, and a record of ability to work well with inter-agency partners is an asset.
Sound grasp of disaster management policy issues and governmental processes is an asset.
Operational experience in Information and Communications Technology (ICT) or disaster management in a developing country context will be an asset.
