Responsible for driving project technical deliverables, providing oversight of implementation and integration plans, and review of functional deliverables to ensure implemented business solutions meet technical goals and product/technical roadmaps.
Assigned responsibility, accountability, and authority for the successful leadership, direction, and engineering oversight of a Program. Provides periodic reports to the Program Manager on the status of the Program and is empowered with the responsibility for successful management of the software solution to meet all of the stated requirements in the program contract.
Primary Job Functions and Responsibilities:
Interface directly with the program manager with respect to technical implementation strategies, schedules, customer interactions and program issues.
Responsible to drive technical design and to meet project and contractual requirements.
Provides effective, proactive Engineering oversight and management to ensure successful completion of the confirmed project work authorizations.
Ensures the project activities and resulting deliverables provide value and support the organizations integrated business needs and the strategic direction of the Program.
Participates in leading the customer to a successful program implementation through identification, mitigation, and resolution of project issues and risks.
Communicates the program engineering and software build goals, operational and organizational philosophies, policies and procedures, technology challenges, issues and solutions, and progress to the management, and the entire Program team.
Coordinates with and supports the Program Manager and members of the Program team.
Implements a structured, documented, proactive, engineering plan and approach to the management of the program and provides periodic status reports to the Program Manager and team.
Obtains and ensures understanding of the software build requirements and desired end state that satisfies the program requirements to the Program team members.
Provides value add engineering input on system design and development. Works within program budget guidelines.
Develops measurable work plans for the software engineering team defining activities and deliverables.
Provides standard, well-structured work authorizations which define project scope, resources, milestones, quality, risk, deliverables, and acceptance criteria. Approves/denies change requests.
Provides technical oversight and ensures that implementation, deployment, and integration plans meet industry best practices.
Provides technical direction and input to the team with regards to development and review of technical deliverables for the project, participating in technical discussions and decisions, and disseminating corporate technical direction.
Coordinates with program manager and team to communicate the implementation teams technical needs and deadlines.
Leads large programs, understand the budgeting, contracting and the software development process.
Perform other related duties as assigned.
Bachelor Degree in Computer Science, Engineering, or closely related technical field is required. Masters Degree in a technical field or MBA is preferred. Extensive experience may be considered in lieu of a Bachelors degree.
A minimum of ten (10) years of experience in computer programming, software engineering, software development, or systems engineering. Experience providing strategic technical direction to staff in different functional groups is preferred. Program Management experience is preferred.
Advanced Microsoft Office skills including Access, PowerPoint, Word and Excel.
Ability to understand complex concepts, synthesizes information from multiple sources and make rapid decisions.
Ability to work in an operational environment and bring in technical, program management and field support personnel to deliver timely software to worldwide customers.
Good relationship builder; possesses solid interpersonal skills to work with a variety of personality types including executive level contacts. Able to work independently as well as cooperatively in a team.
Excellent written, verbal and presentation skills and the ability to work effectively with senior level corporate, government and military leaders.
Ability to operate at a senior leader level.
Ability to multi-task and operate in a complex matrix managed organization.
Ability to operate independently, an ability to communicate effectively to all levels of organization and communicate the corporate message and position outside the organization at the senior most levels.
